The Prince George's County Housing Authority is seeking qualified applicants to fill a Real Estate Development Manager (Community Service Manager) , grade G31 in the Housing Authority/Real Estate Acquisition and Development division. This is highly responsible professional managerial and administrative work performed in support of the Executive Director, the incumbent is responsible for planning, organizing, implementing and directing the projects, programs and activities necessary to achieve the goals of the Real Estate Acquisition/Disposition and Development Department which includes HAPGC's Multifamily Bond Finance Program. The incumbent will be responsible for implementing all RAD Program activities to assure the physical and supportive service revitalization activities are programmed, planned and executed properly within the terms of the Program and within budgetary constraints. Responsible for managing other positions within the Department. The incumbent must be knowledgeable of Maryland state and federal affordable housing finance programs, including Low Income Housing Tax Credits, Private Activity Bonds, HOME, CDBG, and other affordable housing financing vehicles; possess mastery level skills in executing complex real estate transactions involving leveraged real estate finance and mixed income residential/commercial development. Proven expertise in completing various types of affordable housing real estate development projects from conception to completion, Lead and oversee development projects through their entire lifecycle, which includes pre-development, site acquisition, design development, community outreach, entitlements, which includes pre-development, site acquisition, design development, community outreach, entitlements, permitting, financing, contracting, budget tracking, reporting, and construction oversight. Proven expertise with multifamily new construction and rehabilitation projects utilizing the state of Maryland's Low Income Housing Tax Credit programs. Proven track record of securing financing for affordable housing developments and working with developer partners. Proven ability in administering federally funded grants in an efficient manner. Proven ability to communicate effectively and clearly in writing and orally with diverse groups of people. Knowledge of federal, state and local regulations relating to planning, development, public housing and construction projects. Direct experience with the RAD Program and/or public housing modernization and/or housing development programs is desired. About the Agency The Housing Authority of Prince George's County, Maryland (HAPGC) provides Prince George's County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County. Examples of Work Manages the day-to-day operations of the Authority's Rental Assistance Demonstration (RAD) and Mixed-Finance Development Programs, providing oversight and direction to the program manager, reporting directly to the Executive Director on daily and long-term activities, reporting requirements to HUD and other entities. Plans and coordinates, with appropriate staff, consultants, or third parties, the development of affordable housing projects, including site control, title evidence, design development, construction, governing body and administrative or regulatory approvals, ownership structure, environmental analysis and remediation, budget, schedule, legal and regulatory compliance, materials and services contracting, risk management, marketing and public relations, and asset management. Represents the Authority at meetings with various local, state and federal agencies, residents and community organizations, as necessary to ensure that all involved parties are aware of the Authority's priorities and that established requirements and/or agreements are adhered to in the RAD and Mixed- Finance development process. Negotiates, administers and evaluates contracts with third party agencies and contractors. Manages contracts including reviews of reports, approval of invoices, modifications to contracts, contract close- outs, and correspondence with contractors as necessary. Ensures compliance with RAD implementation and reporting requirements and other Federal expenditure requirements. Ensures effective Management of the Department through the development of policies and procedures, the creation of monitoring reports. Identify areas of Department growth, create Department budgets identifying sources of funding. Implements strategies to grow the HAPGC Development Department to increase the supply of affordable housing in Prince George's County. Develops a strategic plan for the Agency use or disposition of vacant properties owned by HAPGC that will address both the need to raise capital and increase the supply of affordable housing. Qualifications Master's degree in business or public administration or related field such as community development, real estate, economics, urban planning, construction management. Five (5) years of related work experience in project management, real estate industry, housing authority, financial analysis, investment strategies with three (3) years in a managerial capacity. Any equivalent combination of relevant training, education and experience may also be considered. Please note there is no equivalency for supervisory experience. Preferred Qualifications Five (5) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation, Rental Assistance Demonstration (RAD), Low-Income Housing Tax Credit (LIHTC) from applications and financing through conversion, to permanent financing, including two (2) years of experience supervising and managing affordable housing and development programs, budgets, and activities.
